I don't believe this is an issue with residue on the cap rotors. (The caps
arrive here in sealed bags and are quite clean.) Rather it allows the rotors to
mechanically seat a little more securely by rotating them a few times on first
use. Sort of like the break in period on a new car engine. This in turn allows
them to get closer to their maximum capacitance, which is needed for this BPF.
