A major manufacturing QC problem if I ever heard of one . . .
The user should not have to complete the assembly and test of these caps by
rotating them several times to clean off residue accummulated during
manufacture. Such components should be shipped in clean usable condition
ready for installation.
Fortunately, such treatment seems to cure the problem, but it still offends
any QC sensibilities.
