Nicholas,

Are you sure this means that the equipment shall not be able to transmit
outside of the given ranges? Now, I am neither a lawyer, nor a native
speaker of English, but to me it could just as well mean that the
licensee shall be transmitting inside amateur bands only. If you have
been granted a license, albeit a restricted one, don't the British
licensing authorities trust you to take care of that? 

In order to restrict the K2, you would probably have to negotiate a
special software revision from Elecraft. It will probably be both costly
and impractical.

4(1) The licensee shall only use transmitting equipment conforming to EC

standards or commercially available kits transmitting inside amatuer
bands
