Bingo!  Give the man a cigar.  I didn't go through the S-Meter
calibration because the RF Gain control had no effect on the S-Meter. 
Pin 5 of P1 measured 4.16 volts regardless of the setting of the RF
Gain.  The pin 6 voltages were as you predicted, i.e., OK.  I then
removed the Control Board and found that I had soldered the end of the
4" jumper and the capacitor to one side of the line of capacitors C2, C3
and C4. (I had mistaken the line of capacitors for the back side of P4.)
I'm ashamed to admit the error, but in doing so I might help someone
else. When I moved the jumper and capacitor to the correct pins on P4,
the problem went away.
