Do you happen to have the noise blanker turned on?  If so, turn it off. It 
is normal for it to produce artifacts from strong nearby signals.  Other 
than that, if you hear splatter on +20 sigs (not really very strong), then 
it is because it is there, and you won't be able to filter it out.  I have 
a neighbor (actually about a half mile away) that is always well beyond the 
end of the meter in strength, but his sig is clean and I don't hear him at 
all beyond about 4-5 kHz away.
