[Elecraft] S meter calibration

I agree, Tim.  When I give a signal report, it is very subjective, 
depending on the level of signals in general on that band at that time, 
whether I'm having a good day, and other factors.  I give a report that is 
honest for me at that time, but reasonable people might differ.  I don't care.
