Stuart,
What you say is true - a half wave vertical dipole does not need any
counterpoise to give a good radiation pattern.

However, if it is fed at the end (rather than the center) - the tuning
network (typically a parallel resonant tank circuit), it may feed easier if
a small counterpoise is provided for the bottom end of the tank circuit.
This will be particularly true if the coax is coupled to the tank circuit
with a link.  If a coil tap is used, the bottom end of the tank circuit gets
its ground reference from the same point as the coax braid.
