The transmit frequency is NOT "locked during transmit" - at least on my K2.
I can vary the transmit frequency while the key is down in either normal or
split modes. I confirmed it by monitoring my signal on an external receiver.

I had the same problem with the washer and dial creeping initially. First
some threads from the washer got caught in the Optical Encoder bearing and
made it stiff. After I got everything I could cleaned out, the encoder
turned nicely without the washer. Then, as the threads caught in the bearing
wore down the tuning started to creep. In my case it was obvious what was
happening and installing the felt washer cured it immediately. I carefully
trimmed back the loose threads around the center of the washer to keep them
from getting caught in the bearing again.
