[Elecraft] Final Setup Problem with L1 and L2

Hello All:

This may sound like an elementary question and I may not know all the details 
to provide but here goes.

I have completed the construction of my K2.  I am trying to complete the Part 
III alignment and testing.  I am following the instructions and trying to 
adjust the power on the 40m transmitter.  I have set the power level to 2.0W.  
I place the radio in <TUNE> mode, then display the internal watt meter.  When I 
try to adjust L1 and L2 I can't get the internal watt meter to display anything 
greater than 0.60W.  I did connect an external watt meter and confirmed that 
the display is correct.

Does anyone have an idea where I should start looking for the problem?
