With regards to the heatsink insulation - be sure there are no small =
metal
flakes on the insulator. Mine was grounded and when dissembled and =
viewed
with a magnifying glass a very small splinter of the metal (torn off by =
the
lock washer) which when removed fixed the problem. You might want to
disassemble and verify there are none there, it should not be "touchy" =
at
all. For one of the mods Elecraft recommend no washers. The star =
washers
are very good at making splinters, which when the nuts are tightened =
cause
the short.

Also the re installation of the heatsink appears to be very touchy. I =
had
to remove the heatsink to install an edge connector and when =
reinstalling
the cover noticed that I didn't have a collector to ground short. I put =
the
bottom cover back in place and just tightening the 6 cover screws =
created a
short. Loosening and retightening the PA transistor screws fixed it, =
but it
sure appears touchy.
