I cannot help you here. My guess is that the IOC checks for the presence by
temporarily programming 160RY or RXRY as input and see if it can see the
level of RYCOM, so I would suggest you double-check for solder shorts around
the IOC and the 160RX option connector.

I am not sure about loudness (this might again mean some wiring problems
around the IOC so that not all the relays switch when they should - do you
hear relay clicks when changing to every band ?

The delay is normal, it was introduced in some 2.0 firmware revision to
help reduce relay weardown. If you want to switch up or down two or more
bands, you can now double-tap tap the button, and the relays will switch
directly there after about a second, eliminating one band switch.
