I think it's a throwback to automated IC placing machines. The pins
are not straight so that when the robot sticks them in the circuit
board, they spring out and stay in the holes as the board is moved
around.

What works for me is to lay the IC on its side and carefully rock
the body of the IC, bending the whole side of pins at once. Do it
a little at a time and check it as you go so you don't bend them too far.
