Aha! 

On my instructions the top of Page 3 says only "INSTALLATION OF NEW PLL
CRYSTAL X1".  My instructions are dated 11/06/2002. Things change very
fast around the Ele-company...

Top of page 3 of my PLL/BFO mod kit (dated 11/15/2002) reads:

"INSTALLATION OF NEW PLL CRYSTAL X1 AND R19"

R19 is jumpered across pins 7 & 8 of RP2 on the RF board, the correct
value is between 1.8k ohms and 3.3k ohms (my kit came with a 2.7k ohm
resistor).

I believe Builder Alert #18's purpose was merely to correct the value
used for R19.
