[Elecraft] PA Fan?

I have the KPA100 fan set to FAN nor. When the pa gets hot the fan comes =
on high. It never comes on low first then to high. Is this normal? The =
manual states that when FAN is in (nor) mode that it goes to low or high =
if needed. Has anyone else paid attention to this?
