I think that the dipole by W9INN fed with ladderline is likely to work
better on some bands than a flattop also fed by ladderline. Consider a
40m flattop and a comparably sized 80-10m W9INN. On 80m, the flattop's
efficiency will be diminished by losses in the ladderline (2-4 db) and
the tuner (1-4 db). On 12-10, the flattop will be too long and will have
many lobes resulting in difficult contacts to some directions. Coils in
the W9INN dipole will cut off most of the wires at higher frequencies
resulting in fewer lobes. On 40-15m, the flattop may be marginally
better because of losses in the W9INN coils. 

With regards to a balun and KAT, one may want to use high Q cores when
connecting to ladder lines. Low Q cores will work fine at low impedances
but will have high losses at high impedances. A good test is a heating
test on all frequencies usinmg full power for a couple of seconds. If
the core does not warm up, it does not lose energy. I saw cases where a
balun was cold at 100 W to 200 Ohms and hot at 15W to >1 K.
