MENU
   Turn VFO knob to 'RIT'
     HOLD MENU (EDIT) to move cursor to right
       Turn VFO knob until '4.8' appears
         Press MENU twice to exit

That should do it, I think.

PF2 doesn't 'toggle'. It only allows you to access a MENU setting. However, 
you CAN use it to go directly TO the RIT range setting by:

MENU
   Turn VFO knob to 'PF2'
     HOLD MENU (EDIT) to move cursor to right
       Turn VFO knog to 'RIT'
         Press MENU twice to exit

Now, and time you select PF2, you will be taken directly to the RIT 
selection menu and you can then use the VFO knob to select the desired RIT 
range.
