[Elecraft] KPA100 unable to adjust SWR bridge null

I've completed my KPA100 to the section in the manual that covers the SWR
bridge null adjustment.

The lowest SWR I can get is 4:1 with C1 at one extreme. (The plated part of
C1 is away from the back panel)

I have no output on my external watt meter. (20 watts full scale.)

I also noticed that the K2 is only drawing about 300 ma more than receive
regardless of the position of the power control.

I've checked that T4 is properly installed. D16 and D17 check ok and are
properly installed.

I have continuity from J1 (RF in) to J2 when the K2 is on and an open when
the K2 is off.

With the KPA100 disconnected, I have normal output from the K2's BNC antenna
jack.

High current 12 volts has not yet been connected to the amp.

The K2 indicates NO PA PS on power up as it should.

All voltage and resistance checks to this point in the manual check ok.

I am using a 50 ohm dummy load and the external watt meter indicates 1:1 SWR
when connected to the K2 BNC antenna connector.

Anyone have a clue??
