I have four wattmeters (one a WM-2) I can use in the sub-5W range. NONE
of them agree to within 0.1 W anywhere in the 1-5 W range. 5% of
full-scale is a very good spec for a wattmeter (most are speced at 10%
of FS). Assuming a 5 Watt scale and 5% accuracy, you get a possible
error of 0.25 Watts -- and that is for a pretty good meter.
I think expecting the WM-2 to agree with the K1 meter to within anything
like 0.1 W is too optimistic.
