the act of cutting them transmits a severe shock thru the seal, which could
fracture it, and also causes the contact extension of the lead to be
possibly forced out of alignment with the mating contact. This could cause
unreliable mechanical contact. The fracture of the hermetic seal would
allow humidity to condense inside the relay.

Rest assured, they are NOT too long, and the leaving them full length was
figured into the design. (They also function to remove heat from the
interior of the relay.)
