Mike,

I would recommend keeping an eye out at the hamfests coming up this spring 
and summer.  Last year, SWB Cellular had a bunch of gear they gave to one 
of the ham clubs, and the club sold it at one of the fests in St. 
Louis.  They had Fluke 77 meters, and Waveteks as well.  Any name brand, 
[Beckmann, (Now merged with Wavetek) Wavetek, Fluke, etc] meter will do you 
a good job.  Simpson even made a good Bench/portable DMM that worked great, 
but burned through batteries because of LEDs in the display not being 
strobed.  You can get a good deal.  There are usually things at a hamfest 
that let you measure quickly, (dummy load for low resistance, power supply 
for volts) and you can see if it is close.  If you get a good enough deal, 
you can then have it calibrated at the factory or one of the many places 
that do that for a reasonable price.
