Well, folks, I solved the problem by undoing an "improvement" I had made
(!).  To recap: the rig wouldn't run CAL PLL although I checked everything I
could -- EXCEPT (of course) a mod (according to a builder's note) to fix the
WAOF problem...I added the 10 pf capacitor to the pins (1 and 2) of U4 with
their leads at a minimum.  It didn't fix my WAOF problem, but everything
else seemed to work fine.  Until.

Well, I rolled up my figurative sleeves and started disassembling the rig
when I saw the 10 pf capacitor and though to myself, "Myself, how much ya
wanna bet *that* thing is screwing up the works."  So, I removed it and --
voila! -- everything is hunky dory once again.

My thanks go to all who suggested various solutions and especially to Alex
Turner, who forward me some emails he had had with Gary Surrency -- it was
the part about fixing the WAOF that made me consider the capacitor on U4 a
problem.

All's well that ends well!
