Yes. I reported on this problem and can reproduce it at will.  I put the rig in test mode, change bands, send 3 or more
Vs or my call sign, switch out of test mode, and try to send.  I get no power until I move the power knob significantly.
If I send only one V in test mode it doesn't happen.
