[EIDXA] DXpedition support (e.g. VP6DX, etc.)

Steve,

Your idea has merit.  A committee to sort out worthy DXpeditions could be a 
big help with either a pass-the-hat approach or a dues increase.  By having 
the dues low I think we keep some people slightly involved who might drop 
out at a higher level of dues.
