[EIDXA] EIDXA Contest Program

I think Rick and Jeff have come pretty close to a workable program.  My 
hat is off to them for being willing to try!  My only concerns have to 
do with the normalization scheme.  But there are simple solutions to 
both that will also address some of the other concerns voiced at the 
meeting Friday night.

1) Single-operator scores
The EIDXA members's single operator scores should be normalized by the 
single-operator high score reported for the Midwest+Central Division 
(ARRL), or 0'th+9th call area (CQ).  If we want to break it down 
HP/LP/QRP/tribander/whatever, we can do that too.

By normalizing with respect to the high score in the contest, we avoid 
the situation where a person gets a lot of "EIDXA points" for a small 
effort simply because they are the only club member who enters a 
particular contest.

By normalizing with respect to only midwest scores, we can avoid 
unfairness due to W1 pipelines to europe, etc.  I chose W9/W0 as the 
normalization area because we are smack dab in the middle of this region 
of the country.

2) Multi-operator scores
The EIDXA multi-operator entries should be normalized by the 
multi-operator high score reported for the Midwest+Central Division 
(ARRL), or 0'th+9th call area (CQ).  This normalization will be done 
separately for MS/M2/MM/etc. entries.  Each operator will get the number 
of points awarded to the multi effort.

So - if contester X scored 5000, 10000, and 20000 points single-op in a 
series of contests where the high W9/W0 operator scored 100000, 100000, 
and 200000 points respectively, X would receive 
1M*(5000/100000+10000/100000+20000/200000) =250,000 "EIDXA points" for 
his effort.

If contester Y scored 5000000, 10000000, and 20000000 points as part of 
a M2 effort where the top score in W9/W0 was 20000000, 25000000, and 
25000000 respectively, Y would receive 
1M*(5000000/20000000+10000000/25000000+20000000/25000000) =1,450,000 
"EIDXA points" for his effort.

Note that the multi-op scores in this example are far more competitive 
than the single-op scores.  Hence the bigger number of "EIDXA points" 
for contester Y.  If X had been more competitive, he would have received 
  the bigger score.

A comment on awarding the total amount of "EIDXA points" to each member 
if the multi is warranted:  Each member of the multi must contribute in 
order to make it work.  Thus, I think each member should receive points 
that illustrate the overall performance of the multi.
