simple green,- a soap
paint  thinner -lousy stuff even for cleaning brushes.
and also ran it in the DW.- Yuuck now you can eat off it.

I have no idea what Eico used for paint. Lots of units in those
days were baked enamel. Big help for us as it's hard to penetrate
with many cleaners. If air dried yo in troubble.
Try the following:
"OOPS" sold in True Value Hdwe stores. Might need to leave it soak
for a while.(paper towels) Removes all sorts of stuff including dried
latex paint.
Which I suspect is what you have on the 723. 
409 ! yes it removes all sorts of stuff, often not what you want.
 keep an eye one it and if it invades the underlying paint quit.
At your risk lacquer thinner, acetone (this really removes stuff),
MEK (bigger risk, but not if underlying is baked)

With the time and money spent to do this you might be better
off looking for a "mint" version of the 723. 
I think that was a two tone brown color? Used the old 720 in my
novice days, sorry I don't have it now.
