[ECAC] Fw: ARRL Field Organization Restructuring & Policy Documentation Update Proposal

I Don't know if this was passed around to the former members of the ECAC but this is what was
sent from the three NTS Chairs and Three NTS Digital Coordinators to the P&SC. You will notice 
that Al W3YVQ did not sign this document but wrote it for the NTS Chairs. The reason for this is
that the NTS Chairs and Digital Coordinators are in leadership postions of the NTS and NTSD
and Al W3YVQ is an adviser to both thus by right could not sign the document. As such his input 
was and is still highly regarded on many subjects to the NTS Chairs and Digital Coordinators
including this document which he wrote and was approved by the NTS Leadership.
