[ECAC] NTS proposal and commentary

Hi all, 

I think most of us are now on the list, so I've attached the unsolicited
proposal that NTS sent to the P&SC, along with Rob's commentary on the ECAC
report/proposal and my rebuttal. I'll let you all read these before I make
any comments. The rebuttal comments have not been sent to the P&SC yet.
Hopefully all four Word files make it through the relaxed filters settings
on QTH.
