The reference was in the section on related plans and resources.  The
document itself is pretty detailed, intended to assist FEMA should they
be called on to help in Michigan.  It outlines hundreds of
vulnerabilities, and so is quite tightly held.

There was considerably more detail on ARES, and still more after I got
done with it!  But in Michigan, ARES is likely the path FEMA would take
to NTS anyway.
