Again my apologies for a delayed  answer
Mel as a QSL manager LOTW doesn't mean that much to me
because the  group I belong to, Team Antigua V26B, shares the
expense for the QSLing but I  can see that the filing fee for LOTW 
could really bite a QSL manager for  a  large expedition and then 
there is the time expenditure that it  takes for the manager to 
upload the logs to the LOTW which people say  doesn't take that 
long to do, but when you are handling logs of 10K +++  QSO
totals and you screw something up someplace (which I did the  first
couple of times I did it, until a Teammate took it over for me)
it  gets frustrating, 
As for the explaination for Frosty from that Op who  thought he 
didn't understand how it worked, I'm not sure how his letter  received
was worded, but you have to see some of the crap I receive from  Ops
about QSLing practices! Its almost comical!!!
So this is how I see it  from my end,
