[Dxbase] New LOTW Software

I installed 2.5.2 and did a small upload
to LoTW and all went well, even got
two confirmations.

>From what I have read it seems the
major issues are with HRD.

I will upgrade to 2.5.3 when it comes out
and try another upload.

IMHO, newer is not always better !!
