[Dxbase] How do I fix the missing SFL504AS.DLL error when trying to do an Import file

I recently reinstalled my DXBase 2007  v.110 on a new PC I built.
When trying to Import an adi file form  LOTW I am getting the following 
message:
 
"The  program can't start because sfl504as.dll is missing from your  
computer.
Try reinstalling  the program to fix this problem."
 
I have tried reinstalling, repairing  and also modifying with no luck.
 
Any help or suggestions would be  appreciated.
