[Dxbase] DXbase 2007 1.10 Installation Issue

Mark,

Back in Sept 2012, Neal sent out an email with the following comment
about this error:

That error message should only appear once, its a side effect of 
fixing a problem 
and its a "feature" I could not find a way to avoid. 
Since it only happens once,
I didn't think it should be a show-stopper 
for getting the release out.
