This is what I had to do as well, in order to get my vhf spots to work with
the ts790 I had

Go to Tools > Options > Band Plan Mapping

This table assigns frequency ranges to Radio-1, Radio-2 or "Disable." For
any frequency range, if you want the radio you have selected with the
Radio-2 button to be the one that QSYs, you should set that particular
frequency range to Disable. In my case I have set all the frequency ranges
in this table to disable so that I can control everything with the Radio-2
button.

This table is also used for other functionality (determining what mode is
associated with a particular frequency range, power level and rotor
control). See the Band Plan Settings section in DXbase Help for more info.

Good morning Kim.  Well I have diligently went through all the options many
times before I posted the question.  There , as far as I can see, nothing
that denotes a "default" radio.  Under "Log" options it has a check box for
"Load band & mode from HF transceiver"  not any particular transceiver  so
that statement is ambiguous as it does not denote which transceiver.  Under
either Radio 1 or Radio 2 tabs there is nothing that denotes a default
transceiver ie: "Connect HF Radio (1or2) serial interface".  Under the
Internet tab all it says is "Connect interface at start up"  That has to
mean the internet interface to the logging program.  There is no mention in
the help files what the interaction is between clicking on a spot and rig
control.  Man it is so close, you can enter a qso manually and have it track
the second radio but you cannot qsy the second radio using a packet spot...

If there is a statement somewhere in those User settings I am not seeing it.
