[Dxbase] ITU Zones

Thanks Fred, 
Although I am now retired since 2009, I spent many dreary weeks for the last
20 years at boring meetings of the ITU in Genève so I am well aware of the
use of ITU zones. Attached is an official (not an amateur radio map) map for
broadcasting purposes. I am not trying to start an argument but there is
seemingly a plethora of misunderstanding about this matter.
