[Dxbase] Joe. Autolotw ?

I was told that starting with Vista MS has windows taking over any program that is installed the c:\program files directory . In doing so it creats a bunch of problem with certain programs. For instance I had one hell of a time getting the lotw stuff installed on my vista drive and I had to jump thru hoops when moving to Win7.. For some reason Microsoft thinks they should control what the programs do . I found cases where programs were saving files but in reality nothing was happening even though it said the files had been saved they were no where to be found or when found had no data in them... 
The other thing is having to run as an administrator to get some programs to run properly. 
We have been told run DxBase from the C:\dxbase 2007 directory . I had my old version in the program files directory and it really makes no difference to me where its installed as long as it works. 
New new installer defaults to c:\ so thats where it is.

Can someone explain why it is necessary to break directory standards and install new versions of DXBase under "C:\DXBASE" instead of the traditional and Microsoft recommended "C:\Program Files\xxxx"? 

I really hate to start cluttering up the traditional directory structures.
