[Dxbase] WIN7 problems

I have a couple of patient customers (thank you one and all) that are
experiencing issues getting DXB2007 to properly install and run on the 64
bit version of Win7. I haven't heard any issues with the 32 bit version.

I would advise to hold off on Win7 x64 til we figure this out.
