[Dxbase] Previous QSO toolbar stuck

The Previous QSO window can be moved by clicking anywhere on the gray border 
area and dragging with the mouse.  As long as some of the border is in view, 
the window can be moved.  It's not necessary to click on the title bar to 
move the window.
