[Dxbase] version differences

As I stated in a reply to someone asking for 'downloadable' country files like the contest 
programs use.

Due to many users with different versions of DXBase, this may be insurmountable.

A refdata.mdb and a country.dat are two different animals.
In fact so different, I can't think of a fitting analogy.
