[Dxbase] credited or no

When I run the Awards module to select qsls for submission.
(and this applies whether DXCC, IOTA, WAS, whatever)
The final screen after making selections asks if I wish to mark these qso's as Credited.
I always select no.
My reasoning is this...invariably,
1.I'll have a dupe from back in my 'spark' days when record keeping was not as thorough.
2. A dxpedition or operation may not have yet sent in required documentation.
3. It simply don't count.
When I get the sheet back from DXCC, it will explain why a qsl was not submitted.
If it's due to no docs as yet, I just leave it, and hopefully by my next submission the
documentation will be complete.
The qsos/qsls that were accepted, well now I go back and mark them as credited.
And you don't have to do this one by one.
If you don't have any rejects, just run the Awards module over again and this time accept
the option to mark them as 'Credited'.
If there were rejects, changing them from the 'Credited' to 'No' is easy and quicker.
One of my looooong haranguing complaints to DXCC desk is that while they announce publicly
when a operation is acceptable, you have to query them on each of the operations that HAS
NOT BEEN ANNOUNCED as acceptable.
I've suggested, cajoled my Divisional rep and DXCC desk on this issue for a while.
Seems easy in this day an age to if they have a list of those completing the credential
process, they could have a list showing who has not supplied the info as yet.
Because of the policy, it is easy to submit a card, have to pay for it, have it rejected
and then have to resubmit and repay a second time.
Go figure!
