The basic problem is that the Radio Regulations Table of Allocations do not
allocate any of 60 meters to the Amateur Service! A very small number of
countries, including USA, have decided to permit amateurs to operate on a
non-interference basis under RR 4.4.
An actual allocation in the Table to the Amateur Service is NOT on the Agenda of
WRC-07 nor has it been proposed at present for the following WRC, likely to be
not until 2010.
So, within the lifespan of the present iteration of DXbase, 60 meters is
unlikely to become a "real" amateur band.
