[Dxbase] exporting ADIF for input to LOTW problems

DXBase 2005.

I exported a set of log data to ADIF file using the selection wizard.  the
only filter was qso date > xxx.  a file was exported for sure.  I also had
it update the qsl sent field with LOTW.  later I noticed that for the date
range some of the qsos were marked and others were not.  this made me
curious.  I then looked at the ADIF file and it matched the qso log.  for
example 3 of 6 qsos with 3B9C were marked as LOTW and were in the ADIF file
while the other 3 were not marked and missing from the ADIF file.  this
makes me real curious.  any suggestions?
