Hi Joe:
Yes, that is the crux of the situation. The UA9 S, T, and W guys
apparently WANT to be in zone 17, as they feel they are in Asia and most
UA9s are in Asia. They send "599 -17" in the CQ WW contest, and apparently
put zone 17 on their QSLs. It's also occurred to me that them claiming to
be in zone 17 makes all their European QSOs in the CQWW contest three points
and not one point. However, they are NOT in zone 17 (at least most of
them - the line is a little unclear). I suppose this issue is totally
academic unless the only QSL you had to submit for WAZ for zone 17 was one
of these guys.
This is akin to a discussion that shows up on the contesting reflector
from time to time - do you log what they guy sent you, even though it's
incorrect, or do you log what you know to be the correct exchange...
