[Dxbase] UA9T CQ zone

HI Stu,
Well, that is odd, all of my "9T" QSL cards indicate CQ Zone 17.
I would feel that I would want to leave the "default" as 17
and only update the logbook entry itself - if by chance the opr
indicates that he is actually in CQ Zone 16.
But, everyone can make this choice on their own - since we, as
the DXbase users, have control over what is in our databases.
