[Dxbase] Drifting Arctic Polar Stations - what entity do they countfor?

We also ran into this with a G station operating from an oil platform in 
the Falklands a few years ago.  This was not accepted for DXCC (Ugh).  But 
it was a nice 80m QSO for me...
