[Dxbase] Drifting Arctic Polar Stations - what entity do they countfor?

This might best be addressed to the DXCC desk.  I feel /MM should apply
to stations on vessels on the water, not a fixed station in a structure
built on a huge chunk of a country that just happens to be a meandering
icecube that stays within that country's or zone's boundaries (e.g.,
R0PA).
