[DXBase] Internet cluster window

I discovered this a long time ago and have been tracking it down for DXB.
This anomaly comes into play when the internet has a hiccup.
What apparently then happens is the MSoft code keeps trying to make contact.
Sort of analogous to the vhf cluster where if a ack/nack aren't made it
retries to send/receive the packet.
Only difference is that with vhf clusters there is a retry limit and then it
shuts down.

I run the Seti@Home in the background on my machines, this is how I noticed
the problem. When the Msoft telnet code goes into its paralysis trying to
reestablish communication, it grabs all the cpu cycles and Seti eventually
shuts down and times out.

The Stay Alive feature has no effect. The cpu takeover occurs when the MFC
code can't communicate with the cluster whether the Stay Alive is enabled or
not.

This is a real bear if your in Contest Mode and the telnet code takes over
the cpu.
You can't log, send cq, whatever easily.
It even seems to slow down Email retrieval/sending.
