I just tried what you suggested and it doesn't work for typing in
directly.

I did the following:
Right Click the Custom Award Value"
Left click "Select Award Value"
Deselect "Sort by Description"
Scroll to the general area of the park
Click inside the "Award Values for POTA Search Code"
Then up/down or page up/down to get to the value I want.

That is VERY tedious when entering a bunch of POTA parks.   It would be
MUCH simpler to just be able to enter them directly.
