I'm unable to use Jim's utility that compares DX4WIN's DXCC report with
LOTW's records. It appears that the reason is LOTW's *DXCC QSL Download*
<https://lotw.arrl.org/lotwuser/logbook/qslcards.php?ac_acct=1>, needed for
the utility, is giving no data in its downloads.

Anyone else experiencing this?
