[Dx4win] Set Startup Speed on new WinKey Mini (WKmini) CW keying interface

Not sure about the Mini, but I've used the utility found on the K1EL
website to configure a WinKey USB. I would expect you could use it to
connect to the WK mini and set the startup (or at least the minimum) speed.
