[Dx4win] Logging 630m contacts

Hi Les,

Frequencies/bands are hard-coded into the software, so DX4WIN will
need an update to support this band.

Perhaps try using a VHF/UHF band you will never use, then someday, you
may be able to use a Multiple QSO operation to change the band back to
630m.
